On the other hand, it is important to provide security for the people around and prevent insensible interferences. At this point, it is the responsibility and duty of the health care staff and rescue workers. It is the prior condition for the health care performers having adequate education, knowledge and conscious to interfere successfully. Urgent save or health services with the staff without sufficient knowledge and experience or equipped with convenient tools and equipments can be the cause of new victims and disasters.
