II. Abdülhamid Döneminde İlköğretim Konulu Lâyihalar (1876-1908)

II.Abdülhamid döneminde eğitim problemleri devrin devlet adamlarının üzerinde yoğunlaştığı bir konudur. Genel olarak devlet sorunlarının çözümüne yönelik tavsiyeler içeren lâyiha türü belge takdiminin gelenekleştiği bu dönemde özellikle ilköğretim kademesinin problemleri ele alınmıştır. Lâyihalarda ilköğretim kademesine temelde iki misyonun yüklendiği görülmüştür. Müşterek bir program çerçevesinde Türkçe eğitim yapan ilköğretim okulları sayesinde siyasî birliğin devamını sağlamak bu kademenin birinci görevi kabul edilmiştir. Digeri ise ülke genelinde eğitim seviyesi en düşük grup olması sebebiyle Türklerin eğitim seviyelerini yükseltmektir. Lâyihalarda söz konusu kademeye yönelik olarak tespit edilen başlıca konular ise şunlardır; yeni öğretim usûllerinin (usûl-i cedid) uygulandığı ilköğretim okullarının yaygınlaştırılması, yeni mali kaynakların bulunması, öğretmen ihtiyacının karşılanması.

In the II. Abdülhamid period education problems were the subject to which the statesmen of that period attached importance. In this period where the documents including the presenting of "layihas" became traditional in general, particularly the problems of the primary school have been examined. In “lâyihas”, it has been understood that two main mission were loaded into the primary school level. In the framework of a common programme, it is accepted that providing the continuity of political union thanks to the primary schools having Turkish teaching system is the first duty of these schools. The other duty is to ensure the development of Turkish people's education levels because they have been the grup having the least education level. In "layihas" the main subjects related to this subject are as follows; making the primary schools in which new teaching methods (usûl-i cedid) common, finding new financial sources, meeting the need of teacher.
